Ms. Sasine's environmental engineering background augments her recognized experience in legal counseling, problem solving and advocacy. Her broad base of experience makes her particularly suited to handle complex regulatory issues concerning all the major environmental statutes. Ms. Sasine is certified by the Institute of Professional Environmental Practice as a Qualified Environmental Professional (QEP).

Ms. Sasine began working in 1974 with the Clean Air Act (CAA) state implementation plans for the eight southeastern states. She represented the Environmental Protection Agency (EPA) in the first case in the nation to enforce new source performance standards and supervised the enforcement of administrative cases for violation of prevention of significant deterioration (PSD) standards. Ms. Sasine served as Chief of the Air and Toxic Law Branch, U.S. Environmental Protection Agency (Region 4), from 1983-1986. In private practice, Ms. Sasine has advised clients regarding CAA, Title V requirements, PSD permits, banking of emission credits and other CAA issues.

In the area of water pollution, Ms. Sasine's experience includes enforcement of the public water supply and underground injection control programs under the Safe Drinking Water Act (SDWA), enforcement of the National Pollutant Discharge Elimination System (NPDES) permit program under the Clean Water Act (CWA) and coordination and review of the Clean Water Act Section 404 dredge and fill matters in litigation with the Corps of Engineers. She successfully represented the EPA in the first CWA Section 404(C) permit veto and the first discretionary contractor debarment. She has helped clients obtain NPDES permits, including stormwater discharge permits, stream buffer variances, SDWA underground injection control permits and water withdrawal permits. Ms. Sasine served as Chief of the Water and General Law Branch, U.S. Environmental Protection Agency (Region 4), from 1986 to 1987.

In the area of hazardous waste, Ms. Sasine has provided advice and counsel concerning hazardous waste treatment, storage and disposal under RCRA. Specific issues include land ban, offsite policy, contaminated media and underground storage tanks. Under the Superfund law, she negotiated innumerable administrative orders and consent decrees for the cleanup of hazardous waste sites. She has managed cases dealing with single and multi-party defendants for both remedial action and cost recovery. The first prospective purchaser agreement in the nation allowing a new company to continue operating an existing facility and cash out its liability was negotiated by Ms. Sasine on behalf of the EPA. Ms. Sasine served as Chief of the Hazardous Waste Law Branch, U.S. Environmental Protection Agency (Region 4), from 1987-1991.

Ms. Sasine also advises clients and real estate attorneys on many environmental issues related to real estate matters and mergers and acquisitions. She assists in negotiating favorable terms regarding environmental liability in real estate and asset purchase agreements. In addition, Ms. Sasine counsels clients on compliance with state and federal environmental statutes, including the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Emergency Planning and Community Right-to-Know Act, and the Georgia Hazardous Site Response Act. She provides advice regarding prospective purchaser due diligence, including the hiring and supervising of environmental engineers, and has successfully obtained limitations of liability for numerous prospective purchasers of contaminated properties. Ms. Sasine also provides solutions to avoid listing of environmentally contaminated sites on state hazardous site inventories and has drafted conservation easements and deed restrictions.

A member of the Firm's Homeland Security Task Force, she has also drafted engineering consulting agreements dealing with vulnerability assessments, hired emergency response contractors for investigation of abandoned potentially explosive materials and interfaced with regulatory authorities regarding the theft of explosive materials. The Task Force is a client service team comprised of 50 attorneys from most practice areas of the Firm, committed to gathering and disseminating information developed from the creation of the Department of Homeland Security.
