Bill Steinman is chair of the firm’s International group. Mr. Steinman focuses his practice on international anti-corruption matters. He has extensive experience in advising multinational companies with respect to compliance with the Foreign Corrupt Practices Act (FCPA) and international requirements such as the OECD anti-corruption convention.
Mr. Steinman's clients include several of the largest U.S. defense and aerospace companies, international construction contractors and consumer electronics manufacturers. Mr. Steinman has also represented sovereign governments in West Africa and the Caribbean basin regarding anti-corruption and development matters.
Mr. Steinman regularly assists clients in reviewing the retention of overseas sales representatives, consultants and distributors. He has substantial experience in conducting internal FCPA investigations, reviewing gift and hospitality proposals involving foreign government officials, and structuring cross-border commercial transactions and foreign investments to identify and reduce risks. In addition to his anti-corruption work, Mr. Steinman regularly assists clients in negotiating and discharging of foreign offset requirements, including Feingold Amendment compliance. Mr. Steinman also advises clients on compliance with U.S. embargo and trade matters, including OFAC regulations and the ITARs.
From December 2004 through January 2007, Mr. Steinman served on the Board of Directors of TRACE International, a non-profit membership association that specializes in promoting anti-corruption compliance in cross-border commercial transactions. Mr. Steinman is Vice Chair of the ABA International Section's Aerospace and Defense Industries Committee and is a regular lecturer on FCPA matters at national conferences, international fora, law schools and in-house training programs. He received his J.D. from the Harvard Law School in 1993, and graduated summa cum laude from the University of Vermont in 1990.
Mr. Steinman is currently an Adjunct Professor of Law at the George Washington University Law School teaching a course on International Negotiation.
