Mr. Miller focuses his practice in the area of government relations, with an emphasis on state-based issues and litigation. Mr. Miller represents business entities in the judicial, legislative and regulatory arenas. His current major clients include a food-production corporation, an electric utility, a financial services organization, and a pharmaceutical company, as well as trade associations advocating business interests. Mr. Miller is actively engaged with members of the National Association of Attorneys General (NAAG), the Conference of Western Attorneys General (CWAG), the Democratic Attorneys General Association (DAGA) and the Republican Attorneys General Association (RAGA) on behalf of his clientele. He also acts as counsel for corporations and other organizations in antitrust and trade regulation controversies.

Prior to joining Powell Goldstein, Mr. Miller served as Attorney General of Virginia. In that capacity, he was selected as Chairman of the Southern Conference of Attorneys General, Chairman of NAAG's Antitrust Committee and a Member of NAAG's Executive Committee. Mr. Miller is a recipient of NAAG's Wyman Memorial Award for outstanding service to that organization. In 1987, he established the John Marshall Foundation and acted as its first President. The Foundation restored and now maintains the former Chief Justice's residence in Richmond, Virginia, and encourages the study of Marshall's constitutional legacy.
