Carl A. Gebo's primary area of concentration is litigation related to public contracts and construction issues. For clients doing business with municipal, state and federal entities, he has protested and defended solicitations and awards at the General Accountability Office, United State Court of Federal Claims and state and municipal agencies, both pre- and post-award. These protests have involved improper sole-source awards, best-value determinations, OMB A-76 decisions, procurement integrity, multiple task orders, cost-realism analysis, past performance, bid responsiveness, improper communications, and conflicts of interest.

He has also represented clients with claims based on the Davis-Bacon Act, constructive changes, defective specifications and violation of software license agreements in the United State Court of Appeals for the Federal Circuit, the Armed Services Board of Contract Appeals and the United States Court of Federal Claims. He also has substantial experience in negotating construction-related agreements and resolving construction claims. He has represented owners, contractors, subcontractors, design professional and suppliers on numerous types of construction projects, including a paper pulp processing facility, electronic outdoor advertising structures, health care facilities, public and private schools, hotels, commercial office buildings, residential development, and single residential homes. In these representations, he has resolved claims regarding defective construction, defective design, delays, nonpayment, interference, warranty of plans and specifications, as well as nuisance, trespass and performance and payment bonds, through litigation and non-litigation means.

His prior experience as a United States Army helicopter pilot and maintenance officer has given him substantive knowledge and experience on aviation-related product liability and personal injury litigation matters, which he handles as an adjunct to the Firm's Product Liability practice group.

Mr. Gebo is also active in the Grady High School Mock Trial Program.
