Ms. Carlton is a litigation associate with Powell Goldstein LLP's Business Litigation & Arbitration Practice. Ms. Carlton's primary area of concentration is litigation involving public contracts and construction issues. Ms. Carlton has also negotiated numerous types of construction-related agreements - including agreements for project owners, housing authorities, contractors, and architects. In addition, Ms. Carlton has represented clients in various construction litigation actions involving claims of negligent construction, breach of contract, fraud, mechanic and materialmen's liens, and Davis Bacon Act compliance issues. Her public contracts experience includes the following types of matters:

  • Bid protest to General Accounting Office challenging the U.S. Navy's evaluation and award of a contract to provide the U.S. Navy with Acoustic Hailing Device warning systems.
  • Representation of governmental authority in developing Master Service Agreements to contract with other state agencies, vendors, and service providers for the restructuring and updating of the state's IT infrastructure and outsourcing initiatives.
  • Negotiation and successful settlement of housing authority contractual disputes as well as defense of housing authority in matters involving discrimination claims filed by the Georgia Commission on Equal Opportunity.
  • Representation of national construction firm operating pursuant to the National Defense Authorization Act containing the military housing privatization initiative for the construction of a $52 million housing project consisting of 383 homes.

Prior to practicing law, Ms. Carlton gained broad experience in trust and estate planning while working for a major financial institution.

Since graduating from Law School, Ms. Carlton has been committed to both pro bono work and community outreach programs. Her primary focus is in the education arena where she currently represents students in Fulton County Schools in connection with the Truancy Intervention Program, she is an Education Advocate for other students in both Fulton and the Atlanta Public School systems, and mentors disadvantaged adolescents. In addition, she handles pro bono matters as a volunteer with the Atlanta Volunteer Legal Foundation.
