The Small Business Administration ("SBA") is seeking public comments on two controversial procurement issues relating to small business contracting. The first relates to SBA's proposed restructuring of its size standards. The second proposal relates to whether the SBA should alter small business eligibility rules to allow small firms owned or controlled by venture capital companies to participate in the Small Business Innovative Research ("SBIR") program.
