James Wheeler, a partner at Atlanta-based Powell Goldstein LLP, agreed that institutions face difficulty in raising capital. He said buyers of equity in banks and thrifts exist, but at a price.

"I'll buy some, but name your pennies on the dollar, 40% of what your last round was and plus I want a board seat," Wheeler told SNL.
